mp4 is a compressed format for audio and video. I think it was originally developed by Apple (in the Quicktime format).

Pro tools will do it. However it's pay software though and quite pricy.

What doesn't Winamp play. Try WavePad. Don't use it myself, but it seems like it might be able to do it, although I do not know for sure.

If that doesn't do it, well, Google it.
